Responsibility
Düsseldorf Delivery is responsible for issuing the Enroute Clearence, giving the Startup clearence and the Handoff to the next Controller (Ground, Tower, Unicom)
SID Restrictions
The correct SID is decisive for running save and efficient Operations, but some SIDs come with some Restrictions.
